It has history, a neutral location and even a pair of tennis courts but the building that is favourite to be chosen as Tony Blair's Jerusalem base has one big problem: its currents tenants say there is no space for newcomers.
Built in 1931 when Britain ruled Palestine under international mandate, the white stone edifice of Government House is a classic example of colonial architecture, deliberately imposing but with local design features.
Under its Arab-style roof domes are banqueting halls, while landscaped gardens offer views across to the Old City of Jerusalem and a well-appointed penthouse apartment in the impressive main tower crowns the entire structure.
The Union Flag was lowered for the last time in 1948 just as Israel was founded and Government House was taken over first by the International Red Cross before passing to its current user, the United Nations.
It is now crammed with the 200-odd staff of the UN Truce Supervision Organisation, as well as representatives of other small UN agencies, a tax-free shop and a UN car-pool plus garage.
It is understood Mr Blair's representatives have expressed a discrete interest in Government House, not least because its hilltop position atop Mount Mukhaber makes it relatively easy to secure.
But some diplomatic rank pulling will have to take place to dislodge the current UN staff.
"At the moment we are absolutely full with some people complaining their offices are too crowded," Francesco Manca, UNTSO spokesman, said.
"And we have additional staff who had to be moved here from Gaza because of the problems there so there is no spare room."
Mr Manca said the staff of James Wolfensohn, Mr Blair's predecessor as international envoy to the Palestinians, had also expressed an interest in Government House.
But after having a tour of the site and discussing details about what space was needed and what security arrangements had to be put in place, Mr Wolfensohn's people opted for the upmarket American Colony hotel in Arab East Jerusalem.
Mr Manca said no formal request had yet been received from Mr Blair's office but if it did arrive then lengthy discussions would be needed before the former prime minister could be accommodated.
Mount Mukhaber is Arabic name for the location but according to Biblical tradition it is also The Hill of Evil Counsel, where Judas hatched his plot to betray Jesus, a name Mr Blair's people would most likely prefer to shun. |
