Royal Institute of International Affairs (RIIA)

Ever hear of this :

Chatham House Rule
The Chatham House Rule reads as follows:
"When a meeting, or part thereof, is held under the Chatham House Rule, participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed". http://www.chathamhouse.org.uk/about/chathamhouserule/
Intelligence organizations have a special term for stories that reveal part of the truth but keep the people or group who are behind the story a secret. They call such a story a limited hangout. My guess is if you looked carefully at all the heads of the various British intelligence organizations you will find them to be RIIA members.
