The Double-headed Eagle represents an anagram of the Baphomet, the esoteric explanation of which is as follows: Reading Baphomet backwards we get Tem-oph-ab. There is a difference between an emblem and a symbol.

An emblem is an arbitrary association such as choice of a convenient flower as an emblem of a nation.

A symbol however is directly connected to inner meaning or energy. Thus a topographical map is a symbol of the land and can be used, for example, for dowsing for water without having to visit the land.

Thus any genuine symbol is a portal to the reality which it reflects.

This means that the suitably prepared human can use the symbol of the double headed eagle to connect to the realities that it veils. Having connected to those realities it is no longer necessary to speculate as to meaning.
