Why was Ken Clarke given power over the law?

Why do you think Clarke was given the two posts in government related to the law, Lord Chancellor and Minister for Justice?

And, if a case were brought to a UK court of law citing Bilderberg how could Clarke interfere with that case, legally? And if he did interfere could he be done for obstructing the course of justice, or conflict of interest?
